Fredskorpset ( fk) , Norway implements the overarching objectives for Norway’s cooperation with the developing countries:
to contribute to permanent improvements in economic, social and political conditions for the people of developing countries, with special emphasis on aid benefiting the poorest of the poor. To this end, FK Norway shall work particularly to realise the objective of a more just world order based on fundamental human rights. With a view to this, FK Norway shall contribute to the creation of contact and cooperation between individuals, organisations and institutions in Norway and in the developing countries, based on solidarity, equality and reciprocity. The funds of FK Norway shall go to measures directed to countries that are classified by the OECD as potential recipients of official development aid (the ODA countries). Of this, at least half shall go to measures that include the Least Developed Countries (LDCs).

Tasks

As part of its objectives FK Norway shall:

* promote reciprocal learning;
* help participants to integrate their know-how and experience into their own societies;
* help to develop and strengthen civil society in developing countries;
* strengthen local organisation and democratic structures in developing countries;
* enhance the ability of the people to set and achieve their own development goals;
* promote greater participation by developing countries in international cooperation.

To perform these tasks FK Norway shall support organisations and institutions in Norway and in developing countries (partners) who collaborate through their own personnel (participants).

To this end FK Norway shall organise the recruitment and training of participants as well as various forms of collaboration among a diverse group of private and public organisations and institutions.

* in the developing countries, between Norwegian organisations and institutions and organisations and institutions in the developing countries, as well as between organisations and institutions in the developing countries which have established co-operation with Norwegian organisations and institutions (South-South co-operation),
* in Norway, between Norwegian organisations and institutions and organisations and institutions in the developing countries.

Minutes of the Seventh Fredskorpset India Partner Network Meeting
August 3, 2008
Deer Park Insitute, Bir, Himachal Pradesh

The 7th FK – India Partner Network meeting held at the Deer Park Institute, Bir, and Himachal Pradesh on the 3rd of August 2008 began at 9 am. Mr. Prashant, the head of Deer Park Institute thanked all the organizations who participated in the Conference on Climate Change and its effects, which preceded the Partner Network meeting.

• It was decided that all the organizations in the network would form an action plan to work on the issue of climate change, in their own capability. This action plan and activities related to it would be published in the Network’s newsletter.
• Ms. Jennifer of Deer Park Institute suggested that all the organisations in the network collaborate on a network level programme on this issue,
• The meeting also discussed on the frequency of meeting as a network and whether two meetings in a year were needed. Finally it was decided to continue meeting twice a year.
• It was also decided that at the beginning of every network meeting, the events (e.g. conference) which entailed the previous network meeting would be evaluated. Also, what the organizations, from their part, had done based on the issue which was discussed at the event would be reported.
• The deadline to publish the network magazine was decided to be September 30th, 2008. Each partner organization would send their input to Mr. Suvendu, the head of Drik – India,(CC to all partners) by the 31st August, 2008. Along with their inputs, each organization would be expected to write about how climate change affected the particular group of people they worked with.
• The FK participants from various organizations came together presented their ideas on a participants’ magazine and a joint programme at least once in a year. The coordinators, on behalf of the network, said that there was no need for a separate participants’ magazine since the FK network already had a newsletter which could incorporate the content which the participants envisioned in the proposed magazine. Mr. Sacha Jyotisalikorn, the FK-Asia Chief also echoed the same thought and stated that funds for a separate magazine will not be available. At the same time, the participants and ex-participants were encouraged to meet up at least once in a year to share their experiences, thoughts, ideas and have a fun time.
• It was also decided to strengthen networking and sharing of thoughts through the FK India blog (www.fkindia.blogspot.com) and every organisation was requested to post at least one post every 2 months.
• The next meeting was decided to be held along side a proposed conference on ‘Gandhian Principle of Peace and its relevance today’ which would be hosted by Drik – India at Kolkatta. It was tentatively decided to be held on the 7-9 of December, 2008.
